Salem, Oregon (April 8, 2003) – Oregon Housing and Community Services (OHCS) announces the funding for the acquisition and rehabilitation of Whispering Winds Apartments located in Portland. Whispering Winds will provide 97 units of affordable housing. These units are approved for households at or below 60% of the area median income, and the borrower’s goal is to maintain the units at 50% and below the area median income.

Salem, Oregon (May 1, 2003) – Oregon Housing and Community Services (OHCS) announces the funding of three affordable housing developments. Aspen Court Apartments in Lakeview, Oregon will provide 16 units of affordable housing for the elderly and disabled. The Tower at Station Place is a new development in Portland providing 176 units of affordable housing for the elderly. Lakeview Village Apartments in Coos Bay will provide 16 units of affordable housing for persons recovering from alcohol and drug addiction.

Salem, Oregon (June 2, 2003) - Oregon Housing and Community Services (OHCS) announced today that it is celebrating June as “Homeownership Month” by spreading the word about the record low fixed rate it is offering to help low and moderate income households buy their first home. “Our 30 year fixed loan rate of 4.50% is the lowest we have ever offered since the agency launched the program in 1978!” said Bob Repine, OHCS Director. “Today’s low rate makes it more likely than ever that low-income families will realize the ‘American Dream’ of owning a home of their own.” In 2002, the program helped 1,160 families purchase homes in Oregon.

Salem, Oregon (August 15, 2003) – Oregon Housing and Community Services (OHCS) announced today that they exceeded their farmworker housing goals for the 2001 – 2003 biennium. The OHCS 01-03 Strategic Plan had nine overarching goals with farmworker housing as their number one goal. Their target was to build 200 new units of farmworker housing with appropriate supportive services. OHCS also planned to provide 50 farmworker households with rental assistance subsidies, again with appropriate supportive services.

The U.S. Department of Housing and Urban Development (HUD) requires the State of Oregon, through OHCS to develop and submit a CAPER which discusses and analyzes the State’s progress towards accomplishing the strategies outlined in its Consolidated Plan. Specifically the CAPER analyzes progress made in three program areas: HOME, Community Development Block Grant (CDBG), and Emergency Shelter Grant.

Congressional Decision Prompts Early Release of Oregon Energy Assistance Funds

Salem, Oregon (December 16, 2003) – Oregon Housing and Community Services (OHCS) announces the early release of the January 2004 quarterly allocation of the Oregon Energy Assistance Program (OEAP). OHCS has been aware of the high level of need for energy assistance funds across the state this fall. Since mid-October the agency has been carefully evaluating available options and closely monitoring Congressional action, hoping for the prompt release of Low Income Energy Assistance Program (LIEAP) funds. With the recent news that Congress has adjourned with no action on LIEAP, OHCS set into motion the early release of the January 2004 quarterly allocation of Oregon Energy Assistance Program (OEAP) funds to help mitigate the situation. The agency was able to have the funds available by December 12, allowing partner agencies to start processing payments in order to move dollars quickly.

The Rural Oregon Continuum of Care (ROCC) has successfully applied for these funds for the past three years. This award represents a $301,645 increase over last year’s award.
