Disaster Relief: Affects to OHCS Programs and Partners
On September 7, the President of the United States approved an emergency
declaration for Oregon, which means federal disaster aid has been made
available to Oregon to supplement its efforts to assist evacuees from areas
struck by Hurricane Katrina.
We encourage you to review our Web site as federal and state disaster relief
efforts impact OHCS programs and partners. We will also have links to
necessary IRS forms for tax credit developments that wish to make vacant
units available to victims of Hurricane Katrina arriving over the next few
weeks.

Poverty Report--2004 Updated and Online
As of September 9, updates to the OHCS Poverty Report—2004 are complete and
the new PDF files are online. Changes made include formatting and other
touch-ups as well as updates and corrections to errors made after the
original printing. The original list of corrections and the new files are
online as well.

Federal Changes to Tax Credit Difficult Development Areas for 2006
On Monday August 22, 2005, the U.S. Department of Housing and Urban Development announced a new list of Difficult Development Areas (DDA’s) for Section 42 of the Internal Revenue Code (tax credits) for the 2006 calendar year.
Ten Oregon counties were removed and three were added back, for a net loss of seven counties. Counties that were removed from the list will not be eligible for the 130 percent boost on applications received after December 31, 2005.

Medicare Recipients Face Reenrollment
OHCS is supporting the Governor in spreading the word about the Medicare Modernization Act. Clients need to reenroll in the Medicare Prescription Drug Program by the deadline. Downtown Solutions Conference Registration Deadline Approaches
Oregon Housing and Community Services, Oregon Downtown Development
Association and Metro will host the Downtown Solutions Conference: Linking
Housing, Economic Development and Livability in Portland, Oregon on May 5 &
6, 2005.
"Both rural and urban downtown areas throughout Oregon are experiencing a
period of revitalization and becoming not only an economic center for
business, but a mecca for livable communities," said Bob Repine, OHCS
Director. "Oregonians have an increased interest in living in close
proximity to their jobs as well as taking advantage of the other benefits
that downtown areas offer."

Report Released: Housing as an Economic Stimulus
OHCS investments in housing strengthen families, help children finish
school, and provide safe affordable housing for all kinds of low-income
Oregonians. These investments in housing mean more than homes--they create
jobs, increase activity at local businesses, and generate tax revenue.
Each $1 OHCS spends on affordable housing development in Oregon generates as
much as $15 in economic benefit across the state. This finding comes from a
new Oregon Housing and Community Services report entitled Housing as an
Economic Stimulus.
