Nancy Cain Appointed Interim Community Resources Division Administrator
As of October 20, 2006, Nancy Cain, OHCS Financial Operations Section Manager will serve as Interim Division Administrator for the Community Resources Division. Poverty Report 2006
The new OHCS Report on Poverty 2006 highlights the effects of the recent recession and booming housing market on the lives of low- and moderate-income Oregonians. County profiles provide insight into local needs and efforts to combat the causes and consequences of poverty.
OHCS Director, Victor Merced delivered a speech entitled, "Poverty and Homelessness" at the Bridges Out of Poverty Conference on October 10, 2006 in Portland, Oregon. Victor highlighted many of the key findings in the Poverty Report and how Oregon is planning to address poverty in our state.

Martin Luther King Jr. Day of Service Mini Grants Announced
Oregon Volunteers, Commission for Voluntary Action & Service is pleased to announce the availability of mini grants for service projects commemorating Martin Luther King, Jr.'s legacy. The mini-grants program makes available $5,700 to be awarded in small grants of up to $1,000 to projects that partner with national service programs for Martin Luther King, Jr. Day, January 15, 2007.
Complete applications received on or before 5:00pm on November 13, 2006 will be considered. The application, including criteria, application and budget forms, is available for download on the Oregon Volunteers website.
Governor Kulongoski Proclaims October 30 “Weatherization Day” in Oregon
In recognition of low-income individuals' and families' energy assistance needs, and the importance of our Weatherization Assistance Program to provide that assistance, Governor Kulongoski formally proclaimed October 30th as Weatherization Day in Oregon on October 6, 2006.

Housing Projects Receive National Awards
The Housing Authority of Yamhill County (HAYC) announced two of its projects funded by Oregon Housing and Community Services received national awards from the National Association of Housing and Redevelopment Officials (NAHRO), the largest national association representing affordable housing.
Hendricks Place, an 8-unit apartment complex in McMinneville for developmentally disabled citizens, received the National Award of Merit in the category of “Program Innovation – Affordable Housing.” OHCS considered this a pilot project that if successful, could be replicated around the state to meet the housing needs of people with developmental disabilities.
The second award was for HAYC’s Regional Housing Center and Administration Building. This project won the National Award of Merit in the category of “Project Design.” In addition, it also won the National Award of Excellence from NAHRO. Only 24 projects throughout the nation received an Award of Excellence including all categories.

Governor Kulongoski Appoints Victor Merced as Director of OHCS

Upcoming Public Hearings – Proposed Changes to Oregon Administrative Rules
Oregon Housing and Community Services (OHCS) will hold a public hearing on Tuesday, August 22, 2006 at 8:00 a.m. The purpose of this hearing is to obtain public comment on proposed amendments to our Manufactured Dwelling Park Purchase Program Oregon Administrative Rules. The hearing will take place at Oregon Housing and Community Services, North Mall Office Building, Conference Room 124B, 725 Summer Street NE, Salem, Oregon.
Oregon Housing and Community Services (OHCS) will also hold a public hearing on Wednesday, August 23, 2006 at 1:30 p.m. The purpose of this hearing is to obtain public comment on proposed amendments to our Community Development Incentive Fund Oregon Administrative Rules. The hearing will take place at Oregon Housing and Community Services, North Mall Office Building, Conference Room 124B, 725 Summer Street NE, Salem, Oregon.

Governor Kulongoski Creates “Ending Homelessness Advisory Council” (EHAC)
Oregon Governor Ted Kulongoski issued an executive order Tuesday April 4, 2006 and injected new urgency into the fight against homelessness by creating an “Ending Homelessness Advisory Council.”
“To make real progress in fighting homelessness, we need to build on what we have already accomplished,” the Governor told a gathering of federal, state and local officials at a ceremony in Portland’s Hotel Alder. “We need to take serious and aggressive steps to address the vast range of problems that lead to homelessness in the first place.” For more details, visit our Public Notices page.
2007 Draft Qualified Allocation Plan Available for Public Comment
The Tax Reform Act provisions of 1986 created the Low-Income Housing Tax Credit (LIHTC) Program to encourage the development of rental housing for low-income households. OHCS is responsible for allocating the State's annual per capita and non-competitive credit authority in accordance with an approved Qualified Allocation Plan. The Draft 2007 Qualified Allocation Plan is available for public comment from April 10, 2006 through May 10, 2006. For more details, visit our LIHTC page.
Small Community Incentive Funds Available
Oregon Housing and Community Services announces the availability of a new round of Small Community Incentive Fund (SCIF) grants and loans. SCIF grants and loans (combined maximum $80,000) offer Oregon’s cities and towns a chance to complete projects that promote vibrant downtowns, increase well-paying jobs, and support affordable housing opportunities. Fair Housing Training – April 28 & May 9, 2006
Learn the basics about fair housing laws and how it might affect the work you do, the program(s) you oversee, how it might assist others you come in contact with. The training is presented by the Fair Housing Council of Oregon, a private non-profit agency dedicated to promoting equal access to housing through education, outreach, technical assistance and enforcement opportunities related to federal and Oregon fair housing laws.
