Rick Crager has been with Oregon Housing and Community Services since 1998.  Crager was appointed the Deputy Director October 1, 2006.  Prior to this appointment, he served as Interim Deputy Director and Acting Director for the agency until the appointment of its current Director, Victor Merced.  Crager has also served as Chief Financial Officer for the Department as well as Financial Services and Investment Portfolio Manager.  Mr. Crager worked in two other state agencies before joining OHCS in 1998; As Accounting and Budget Manager with the Oregon Commission on Children and Families (1993-1998), and as Staff Accountant for the Oregon State Marine Board (1990-1993).  Crager was raised in Myrtle Creek, Oregon, and has lived in the Salem/Keizer area for the last 22 years.  He graduated from Linfield College with a Bachelor of Science degree in Accounting.
 
As Deputy Director, Crager is responsible for the development and execution of the department's strategic plan and performance measures.  Crager will lead the legislative team responsible for developing new legislative concepts, responding to bills affecting department operations or housing and community service issues, and representing the agency before legislative committees.  Crager serves in a leadership role in various marketing initiatives, develops and implements new programs and related administrative rules.  He also serves as liaison with the Governor and the legislature's policy advisors on key issues and proposals.
