Victor Merced
Victor Merced was appointed Director of OHCS September 5, 2006.  Merced has extensive public, private, and government leadership and management experience.  He worked as a Philanthropic Advisor and Organizational Consultant to non-profit organizations and foundations.  Prior to that, he was a Senior Program Officer with the Meyer Memorial Trust, Oregon’s largest private foundation.  He also served as Deputy Administrator with the Oregon Adult and Family Services Division; Executive Director of Oregon Council for Hispanic Advancement; Associate Attorney with Cummings & Lockwood in Stamford, Connecticut; and Director of Operations with People’s Development Corporation in the South Bronx, New York. 
 
Mr. Merced grew up in the Bronx, New York.  He graduated in 1982 with a Bachelor of Science degree with Honors from Herbert H. Lehman College of the City University of New York, with a Major in Housing and Urban Development, and a Minor in Political Science and Economics.   He received a Juris Doctor from New York University School of Law in 1985.  He holds an honorary doctorate for Law and Public Service from Herbert H. Lehman College. 
 
Merced has been a National W.K. Kellogg Foundation Leadership Fellow and has served as Chairman of the Housing Authority of Portland.  Most recently he served on the City of Portland’s Blue Ribbon Citizen Commission to End Homelessness.  He is also a graduate of the Oregon American Leadership Forum (Class VII) and currently sits on the national advisory board of the Local Initiative Funding Partnership of the Robert Wood Johnson Foundation in Princeton, New Jersey.
