2008 CFC Application Revision
A 16 person TAG Team (Technical Assistance Group) and eight OHCS employees are working on a Consolidated Funding Cycle (CFC) application to be used starting with the Fall 2008 funding round. The group's first meeting is scheduled for February 21, 2007. As the application develops, the most current draft will be available for viewing at this web site location.

Needs Analysis
The purpose of this Affordable and Special Needs Housing Assessment is to identify gaps in the provision of Special Needs and Affordable Housing statewide using special need population numbers and unit counts from a Statewide Affordable Housing Inventory.  Based on the needs results, each need group has been assigned a Priority 1, 2 or 3 rank within each county according to the percent of each population that has housing available.  The revised CFC application will assign points to each project based on the stated priority rank. 
 
Priority 1 populations are defined as 1) being designated by OHCS as a top priority need for all regions of the state, 2) being a special need group whose housing needs have been addressed in the community at a rate significantly lower than the those of other groups. 3) renter households (earning 30-60% median income)  that are rent burdened (spending more than 30% of their income on housing) at rates higher than the state value, or 4)  other OHCS benchmarks TBD.
 
Priority 2 populations are defined as 1) a special need group whose housing needs have been addressed in the community at a rate above those of the Priority 1 need groups within that county. 2) renter household (earning 30-60% median income) that are rent burdened (spending more than 30% of their income on housing) at index rates 0.88-1.00 which translates into slightly below the state rate of rent burden.
 
Priority 3 populations are defined as 1) a special need group whose housing needs have been addressed in the community at rates significantly higher than those of Priority 1 need groups and at rates that are also higher than Priority 2 population groups.  2) renter households (earning 30-60% median income) that are rent burdened (spending more than 30% of their income on housing) at index rates below 0.88 which translates into lower than the state rate of rent burden.
