The Housing Preservation Community Incentive Fund (HP CIF) Program, is one part of the "Oregon Livability Initiative." The Initiative provides local communities and state agencies with more and better tools to meet the livability challenges of the 21st century.
Resources available through the Livability Initiative are designed to help local communities meet three main goals:
- Promoting affordable housing development near jobs and transportation;
- Revitalizing downtowns and community centers; and
- Rebuilding rural and distressed economies.
The HP CIF Program is designed to provide the financial incentive or the gap financing that will help local communities meet one or more of the Oregon Livability Initiatives. It is anticipated projects will primarily meet the affordable housing initiative but may also meet other initiatives as well. The fund is not intended to replace other project financing from private or public sources.
Funds are available only for the preservation of the department's current loan portfolio of affordable housing developments that are secured with Section 8 project-based rental assistance.
Applications must be submitted directly to OHCS.
All applications received will be reviewed on their own merit and will be evaluated against selected criteria and other submittals. Proposals which best meet the goals of the Housing Preservation Incentive Fund (HP CIF) will be recommended for funding. Recommended projects will be forwarded to the HP CIF Advisory Board and Director of Oregon Housing and Community Services (OHCS) for final approval.
The regular Community Incentive Fund and Small Community Incentive Fund are not available at this time.
