Communities are reaching out for help to meet some of the most challenging needs for their communities:  to provide safe, quality and affordable housing.
 
Oregon is known for its livability and progressive thought towards meeting the needs of its diverse population.  New efforts at the state and private level are being made every day towards preserving existing affordable housing, revitalizing housing in downtown areas, or finding methods to develop critical and specialized housing in communities.  As the housing needs are identified, there are programs and innovative financing tools available to help them through the development and financing of the housing.
  
This year’s conference will provide a perfect environment for development professionals to share their best practices for successful affordable housing development throughout the State of Oregon.

Why Should You Attend?
The conference will explore topics important to lenders, builders, business owners and managers, affordable housing developers and sponsors, real estate agents, service providers, counseling agencies, city and community planners, housing advocacy groups, community leaders, and local, state and federal government agencies.

Location and Accommodations
The host site for the 2007 Conference will be the Salem Conference Center, 200 Commercial Street SE, Salem, Oregon.  Located in downtown Salem, the Center offers a variety of attractions, all within walking distance of the Conference Center, including the Riverfront Park and Carousel, Elsinore Theater, Reed Opera House and the State Capitol.  If you are into shopping, Salem offers many options for downtown shopping, including the Salem Center Mall.
 
At the end of an informative day, transition from the productivity of the conference to a relaxing get-away in Salem’s newest hotel, the Phoenix Grand Hotel.  The Phoenix is just a step-away from the Salem Conference Center and presents the best amenities that Salem has to offer.  For conference attendees, the Grand Phoenix offers a special rate for participants.

1 - “Oregon Thrives – A Vision for the Future”
The Oregon Thrives’ mission is to Increase the ability of Oregonians and our communities to thrive. Their vision is an Oregon with healthy communities, where individuals and families have the opportunity to earn living wages, access to health and child care services, quality education, adequate nutrition and stable housing options. This worksession will discuss the vision and steps communities can take to meet the challenge.

3 - “Sustainable Development Practices That Save Money”
The track will focus on Sustainability as it relates to residential affordable housing.  Sustainability Panel members will share their best practices for incorporating sustainability into a range of different types of affordable housing  projects.  Sheila will talk about site and interior environmental sustainability.  Ed will talk about sustainable  practices at his Sitka project.  Michael will talk about a variety of innovative sustainability "best practices."  As a whole, the presentation will touch on all areas of sustainable design and construction related to site, water, energy and atmosphere, interior environment, building materials and waste, and will touch on ways to use sustainability to save money.

5 - “Implementing and Measuring Resident Services in Affordable Housing”
OHCS and its many partners have for many years recognized the value of resident services and support in affordable housing. Support and services may help individuals and families stabilize their lives as well as open opportunities for a better life. The support may range from a simple well-established information and referral to building wealth and assets. At this conference learn from experienced non profit and for profit developers of affordable housing about their resident service programs. Furthermore, learn about how to begin tracking and documenting resident service activities and outcomes.

A panel discussion of housing issues identified in a pilot regional analysis of housing needs in Oregon.  Topics  covered will be:
  • Assessment of housing gaps created in regions with rapidly increasing housing prices on middle income, workforce and affordable housing needs.
  • New tools to measure relative housing affordability by community
  • Tools communities can use to deal with housing gaps
  • Suggested (Recommended) policy or legislative rules that could help address the need for an adequate supply of    affordable housing in Oregon.

8 - “Oregon Asset Builders Update”
Review what’s happening in Oregon’s asset building arena.  Janet Byrd, Neighborhood Partnership Fund director,  will provide an overview.  Advocate Scott Lay will review efforts to make asset building work better for persons with disabilities.  Tracy Clerverdon, MEDAL Program Manager for Umpqua Community Development Corporation, will share their organization’s approach to financial competency education.  Rosanne Marmor, Resident Services Manager for REACH Community  Development, will report on progress on development of a state-funded youth asset building initiative.  This session provides an opportunity to catch up on progress and make connections in Oregon’s asset building arena.

9 - “Providing Opportunities for Current and Future Energy Independence”
OHCS Energy Assistance programs are committed to addressing the disproportionate energy burden facing many  low-income households throughout Oregon.  Through partnerships with community level service providers, programs are available to provide households the opportunity to move toward economic stability.  This session will  discuss such programs as the Energy Education and Consumer Competency (E2C2) Program as well as   weatherization programs that can be accessed to provide energy independence as renewable technologies become  more accessible.

10 - “NOAH and You ConDUit!”
The Network for Oregon Affordable Housing and Oregon Housing and Community Services are implementing a  streamlined conduit bond financing program that will be beneficial to project sponsors.  The details of the program will be presented by NOAH staff, NOAH member banks, and OHCS staff.

11 - "Innovative Ideas Using Assistive Technology to Meet Today’s Housing Needs"
Our panel will present the benefits of using assistive technology to meet the needs of our customers in Oregon's  housing projects.  The discussion will include: What is assistive technology and what does it offer for our customers.  We will address a few of the special housing projects we have been involved with in serving seniors and persons  with disabilities.

12 - “When Missions Collide”
There have been 64 known park closures since the OHCS Manufactured Dwelling Park Community Relations (MDPCR) program began in 1989. There are still approximately 1,330 parks and well over 66,000 spaces throughout Oregon. This session will discuss the issues surrounding park closures. Topics will include legal notice requirements, updates to park closure legislation and the coordinated efforts at MDPCR and local community entities to respond to tenant needs when a park closes.

13 - “Developing 10-Year Plans to End Homelessness”
Through out the country and at different levels of government, communities are coming together to devise plans to no longer just address homelessness but to end homelessness as we know it. Clearly, the responsibility to end homelessness is not just the government’s function, but it does play an important role in facilitating a system change for better coordinated services, and policies that help people from recycling in and out of homelessness situations.
In this workshop learn how Plans to End Homelessness in Oregon are being developed and implemented from the Federal to City level of governments. Learn about their Plans, their experiences, their success, and their unique partners in this undertaking.

More About the Conference
Winston Churchill once said that it is the duty of a society as a whole to ‘erect balustrades upon the stairway of life” to prevent our most vulnerable citizens from falling into an abyss of dependence, despair or destructive behavior.  One of the most critical balustrades people need to lean on for support as they climb the stairway of life is adequate shelter.  The 2007 Oregon Housing Conference will bring together a variety of perspectives and discuss how available resources can be utilized more effectively to promote stronger communities through the development of affordable housing.
