Community Development Block Grant (CDBG) Program
 
Overview Community Development Block Grant (CDBG) funds are the mainstay of the United States Department of Housing and Urban Development (HUD) community and economic development programs. Oregon Housing and Community Services (OHCS) receives CDBG funding to provide housing rehabilitation in rural Oregon. Rural Oregon cities and counties may apply for CDBG housing rehabilitation funds which are awarded on a competitive basis. All funds are distributed as grants to non-entitlement cities and counties following an annual application process.
 
Regional collaborations of cities and counties are encouraged to build self-sustaining revolving loan fund portfolios. Program funds may be leveraged in combination with other programs to provide an enhanced benefit to recipient cities and counties. Housing rehabilitation provides economic stimulus to participating cities and counties by using local contractors and purchasing products from local vendors.
 
The program pays for the repair and maintenance of existing low-income family housing in rural Oregon. The purpose of the program is to develop a means for low-income homeowners to reside in decent, safe and sanitary housing. Eligible rehab activities include rehabilitation, reconstruction or installation of improvements such as, electrical, plumbing, roofing, siding, insulation, weatherization, and structural work. Additionally, the purchase and installation of equipment that is an integral structural fixture such as heating systems, hot water heaters, light fixtures, and built in appliances are eligible for this funding.
Eligibility Requirements The state of Oregon receives CDBG funds from the U.S. Department of Housing and Urban Development (HUD) through their Small Cities Program. Housing Rehabilitation Program funds can be accessed by Oregon cities and counties outside the following entitlement areas of Clackamas county, Washington county, Multnomah county, Salem/Keizer, Portland, Corvallis, Eugene/Springfield, Medford, and Ashland.
 
OHCS conducts an annual competitive funding cycle to award grants to eligible non-entitlement communities. The applicant must be a city or county currently participating in, joining an existing or creating a new regional rehabilitation loan program.

OHCS is the state housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for lower income Oregonians. The agency also administers federal and state antipoverty, homeless and energy assistance community service programs.
