Don’t miss the upcoming opportunity to engage in a collaborative forum with your affordable-housing colleagues. Come listen to experts in the services field as they share lessons learned and offer new opportunities for involvement.
 
Book it now: The 2008 Oregon Housing and Community Services Conference, “Creating Opportunities to Thrive,” will be held at the Salem Conference Center, October 6, 7 and 8.
 
Partners in the housing arena are coming together to make this OHCS conference the best ever. The Oregon Hunger Relief Task Force, Oregon Housing Alliance, Neighborhood Partnership Fund, Community Development Network, and Community Action Partnership of Oregon are working closely with OHCS to plan the conference tracks and work sessions.
 
“They wanted a better conference – with greater diversity of ideas and participant interaction.  And they’re getting it,” says Victor Merced, director, Oregon Housing and Community Services.
 
“The conference has taken great shape,” says conference coordinator Sandy McDonnell of OHCS, complimenting the work of the planning workgroup. “Committee members have increased the scope of the event by adding broad human service components to the longstanding housing and finance elements, and by the emerging interaction between conference goers.”
 
The 13 tracks over 3 days should appeal to diverse stakeholders in the housing industry. Tracks include: Preservation, Services in Housing, Homeownership, Financial Resources, Housing Development Tools, New Approaches to Systems Change, History of Poverty, Interrupting Generational Poverty Barriers, Energy/Weatherization, and Thinking Upstream: Creating a Thriving Oregon.
 
Register and pay by September 19, 2008, to receive a discounted rate of $225. Registration after that date will cost $260. Online registration is now available.
 
Amy Fauver is policy and program manager for the Neighborhood Partnership Fund. She will soon join the Oregon Senate Majority Office as a policy advisor.

Cancellations made after September 19, 2008 are non-refundable. This policy applies to all registrations, including those forms accompanied by a purchase order. Purchase orders are not considered payment. Final payment must be made by check or by credit card.

Oregon Thrives

Join us as we explore in-depth strategies and new approaches to making fundamental progress on the issues we care about.
 
Who should come?  Nonprofit agencies, faith communities, business, government, legislators, community leaders, and Oregonians who have experienced poverty first-hand.
 
Nancy Amidei, Director of the Civic Engagement Project at the University of Washington and a nationally recognized expert on involving nonprofits in advocacy, will begin the day by setting the framework for moving forward both as individuals and as organizations.
 
Following the morning plenary, four work sessions will focus on opportunities to thrive.  Each work session includes a background session on regional and Oregon-specific information, including root causes, short-term and long-term solutions, and best practices.  Following the break, participants will have an opportunity to share their perspectives and identify 'next steps' for their communities, Oregon, and the nation.
 
After lunch, participants will reconvene with a panel of experts to blend the 5 most promising next steps discovered in each work session into a 20-point plan of action for the next 5 years.

History of Poverty

Forty-four years ago in his first State of the Union speech, President Lyndon B. Johnson boldly declared "an unconditional war on poverty." 
 
Addressing the assembled Congress, Johnson justified his action by stating "because it is right, because it is wise, and because, for the first time in our history, it is possible to conquer poverty..."
 
Join David Bradley, Director of the National Community Action Foundation, as he takes participants through four workshops to explore the 'War on Poverty" and the strides that have been taken to reduce the rate of poverty and improve living standards for America's poor.

28  "When Catastrophes Happen.  Lessons Learned from Vernonia"

This session will lead you through the hip-deep waters of flood recovery.  Your guides will be four people who earned their disaster recovery waders by responding to December's flood, windstorm and mudflows in Vernonia.  Moderator Paul Evans of the Governor's staff and the panel will examine what disasters have in common as well as discuss the political, organizational, financial and human challenges.  Don't worry, we won't let you get your shoes wet!

The War on Poverty in the U.S. was effective before funding was diverted to the Vietnam War.  Agencies emerged from the War on Poverty and the model worked.  The current gap in income within the U.S. is growing.  Statistics are clear:  at best, we are helping people "COPE" with their poverty.  This session will illuminate practical strategies and present a model that moves people out of poverty.  This model goes beyond just coping, to a model that breaks poverty barriers.  Join us as we explore the real poverty causes and illuminate a new paradigm for providing authentic opportunities for moving out of poverty.

As energy prices continue to rise, Oregon's poorest families are paying over 36 percent of their household budget toward utility bills.  Integrating bill payment assistance, energy education and case management services provides an effective, comprehensive approach to addressing household energy needs.  However, providing this unique mix of services also requires a wide range of skills.  This session will briefly outline the basics of Motivational Interviewing, a technique which encourages goal-based, client-centered communication principles.  Attendees will also gain applied skills to integrate into current practices.

More About the Conference
Winston Churchill once said that it is the duty of a society as a whole to ‘erect balustrades upon the stairway of life” to prevent our most vulnerable citizens from falling into an abyss of dependence, despair or destructive behavior.  One of the most critical balustrades people need to lean on for support as they climb the stairway of life is adequate shelter.  The 2008 Oregon Housing Conference will bring together a variety of perspectives and discuss how available resources can be utilized more effective to promote stronger communities through the development of affordable housing.
